SWOLF can be useful to an extent, but mostly as a metric for one's own improvement rather than comparing against other swimmers. It's quite possible to have a "worse" SWOLF score than someone, but be faster than them. Also, one's SWOLF will vary depending on the distance/intervals being swum.
My swim watch manufacturer (Swimovate) summarises SWOLF scores thus:
< 30 - Excellent
30-40 - Very Good
40-50 - Above average
50-70 - Average
more than 70 - Below average
(NB Swimovate's SWOLF counts full stroke cycles rather than individual arm strokes)
When I'm in good shape I achieve about 39 for distances in the range of 2-3km. At the moment - following a lengthy break caused by back injury and illness - I'm more like 43 (!).

I know what SWOLF is. SWOLF is designed for marketing, it is a complete commercial product for deceiving, for making money , for transferring your credit card balance to companies' account through smart watches, nothing more than this.
Be sure that elite swimmers, olympians or pro athletes never use such devices. Sell your expensive wacthes and buy yourself a simple stopwatch(5$) and a 5 years sports club(pool) membership, measuring the SWOLF or looking up the expensive watch wont make you faster, regular practice makes you faster and a better swimmer . This is my humble advice. All the best.
